Buying a home in Silver Strand.
Silver Strand is a beach community of about 1,250 lots on the south side of the entrance to Channel Islands Harbor. The ocean is on one side and the Navy base at Port Hueneme is on the other. It has an Oxnard mailing address, but it is not in the City of Oxnard. It is unincorporated Ventura County.
The lots were drawn in 1925 and 1926. The usual one is 35 feet wide and 70 feet deep, with 25-foot lots mixed in at the north end, and that is still what you buy today. The Census counts Silver Strand and Hollywood Beach together: about two thirds of the homes are detached houses, the median one was built in 1976, and about a third are counted as seasonal or occasional-use homes.
Because the County sets the rules here, three County rules matter most. County short-term rental permits have no neighborhood cap. County coastal zoning limits height to 28 feet. And since August 13, 2026, every lot is inside a mapped coastal hazard area with new rules for anyone who builds or rebuilds. The questions below go through each.
The tax bill is simpler than in most of Oxnard: about 1.174% of assessed value for 2026-27, with no Mello-Roos. Water, sewer and trash come from a small local district.

Where is Silver Strand?
Silver Strand is on the Ventura County coast, on the south side of the entrance to Channel Islands Harbor. The County's harbor page puts Silver Strand Beach on the east side of the harbor, with a mile of sand. Hollywood Beach is across the channel. The Navy's Construction Battalion Center, part of Naval Base Ventura County, is on the south and east.
The homes run from San Nicolas Avenue and Lake Shore Drive, by the harbor mouth, to Sawtelle Avenue at the south end, with Ocean Drive along the beach. Victoria Avenue is the road in.
From the middle of Silver Strand it is about 7 miles by road to the 101 freeway at Victoria Avenue and about 6 to the Oxnard Transit Center, where Metrolink and Amtrak stop. Ventura is about 11 miles, Camarillo about 14 to 15, Santa Barbara about 38 and downtown Los Angeles about 66. Port Hueneme is next door on the map, but its city hall is about 5 miles by road, because the base lies between the two.
Is Silver Strand part of Oxnard?
No. Silver Strand has an Oxnard mailing address, but it is unincorporated Ventura County. The County's coastal plan describes it as an unincorporated beach residential area, with the City of Oxnard on its north side and the Navy base, which is inside the City of Port Hueneme, on its south and east.
So the County handles zoning, building permits and short-term rental permits. The Fifth District county supervisor represents it, the Sheriff's Office is the law enforcement agency, the Highway Patrol enforces parking, and the County Harbor Department runs the beach.
Water, sewer and trash come from the Channel Islands Beach Community Services District. In 1982 the beach communities weighed joining Oxnard or Port Hueneme and instead voted, 58% in favor, to form their own district. Its five board members are elected by the district's voters.
What is Hollywood-by-the-Sea?
It is the 1926 subdivision that became the northern part of Silver Strand, about four lots in ten. Its map, signed by the Hollywood-by-the-Sea Corporation as an owner, was recorded on October 23, 1926, a year after the Silver Strand map to the south.
That is why the northern part has streets named for Hollywood, such as Highland, Cahuenga, Melrose and Rossmore Drives and Hollywood Boulevard, and for the Channel Islands, such as Anacapa, San Nicolas and Santa Rosa Avenues. The avenues in the 1925 tract are named for towns, from Sawtelle and Los Angeles to Ventura, Ojai and Piru.
PBS SoCal's history of the area says construction of Channel Islands Harbor in the 1960s put the entrance channel through the tract and split it in two. About 40 of its lots are on the Hollywood Beach side today.
Agencies use the name differently. The County's coastal plan treats Hollywood-by-the-Sea as part of Silver Strand, so the same zoning and rules apply to both parts. A 2025 review by the Ventura Local Agency Formation Commission uses the name for the community across the harbor entrance instead.
When was Silver Strand laid out, and how did it get its name?
The map of Silver Strand was recorded in October 1925. It drew lots 35 feet wide and 70 feet deep on 40-foot streets. Hollywood Beach had been mapped the year before, and Hollywood-by-the-Sea followed in 1926.
The Hollywood names came from the movies. A 2025 review by the Ventura Local Agency Formation Commission says the three tracts were subdivided after a period when film crews used the sand dunes to stand in for desert. PBS SoCal's history of the area says the 1921 Rudolph Valentino film The Sheik was shot on these dunes, and it reads the name Silver Strand as a nod to the silver screen. I found no official record of how the name was chosen.
What kinds of homes are in Silver Strand?
Mostly detached houses on small lots. The Census counts Silver Strand and Hollywood Beach together as Channel Islands Beach. In its 2020-2024 survey, about 67% of the roughly 2,200 homes there are detached houses and about 12% are attached homes. There are duplexes too, but the Census estimate for them is too uncertain to rely on.
The median home was built in 1976. About a third were built in the 1970s and about a fifth in the 1980s, with about 13% from the 1950s and about 8% from 2000 or later.
About a third of the homes are counted as seasonal, recreational or occasional-use, which means second homes and vacation homes.
The typical Silver Strand lot is about 2,450 square feet. In the County's parcel records, about six lots in ten are between 2,000 and 2,600 square feet and about two in ten are smaller, mostly 25-foot lots of about 1,750 square feet in the northern part.
What can you build on a lot in Silver Strand?
The zoning is the County's Residential Beach Harbor zone. A single-family house needs a lot of at least 1,750 square feet and a two-family building needs 3,000, so the typical lot of about 2,450 square feet is a one-house lot. No lot may have more than two dwellings of any type.
Height is limited to 28 feet at the highest point of the roof, or 30 feet for an A-frame. The setbacks are 20 feet in front, 3 feet on the sides and 6 feet at the rear, and second and third stories may reach 4 feet into the front setback. Buildings may cover up to 65% of the lot.
A house with one to four bedrooms needs two covered parking spaces. These are the general standards in the August 2026 edition of the ordinance, and corner lots and older lots have exceptions. Send me the address and I will check the zoning on that parcel before you write an offer.
Do you need a coastal permit to remodel or rebuild in Silver Strand?
All of Silver Strand is in the coastal zone, and the County issues the permits under its own coastal program. The California Coastal Commission keeps direct authority over the tidelands, and it can hear appeals of County approvals between the ocean and the first public road or within 300 feet of the beach.
Some projects do not need a coastal development permit. Building a house on an existing vacant legal lot inland of Ocean Drive is excluded under a 1986 Coastal Commission order, and most improvements to an existing house are exempt under state law. A project that is excluded or exempt still needs a County zoning clearance.
A teardown or a heavy rebuild is different. The ordinance says that replacing 50% or more of a house, unless a natural disaster destroyed it, is a replacement structure that requires a coastal development permit, and the 1986 exclusion is written only for lots that are already vacant. Ask County Planning how it would treat a teardown and rebuild on the specific lot before you buy one.
The exclusion and the exemption also narrow near the sand. Lots next to the beach are not covered by the 1986 order. And between the ocean and the first public road, or within 300 feet of the beach, an addition of 10% or more of the floor area, or a height increase of more than 10%, needs a coastal development permit. Ask County Planning which side of those lines a specific lot falls on before you plan an addition or a second story.
What are the sea level rise rules for rebuilding in Silver Strand?
They are new. On August 13, 2026 the County's coastal hazard rules took effect, and the County's map puts every Silver Strand lot in a Coastal Hazards Screening Area. The beachfront row along Ocean Drive, about one lot in ten, is Area A. The rest is Area B.
The rules apply to a new house and to what the County calls substantial redevelopment: replacing 50% or more of the floor, walls, roof structure or foundation, adding 50% or more floor area, or doing work that costs half the appraised value of the existing structure. The County counts the work cumulatively from August 13, 2026. Repair and maintenance that is exempt under the County's general rules is not counted.
A project that crosses the line generally needs a report from a licensed professional at the owner's expense: a coastal hazards analysis in Area A, a still water flood analysis in Area B. The Planning Director can waive the report where a recent neighborhood-scale hazards report already covers the lot. Under the plan, the house must then either be sited to avoid coastal hazards or be designed with sufficient elevation that its lowest horizontal structural member is one foot above the flood level projected over a 100-year life. Building height is measured from the higher of two points: the minimum first-floor level the County sets from that report, or 18 inches above the street.
The plan does not spell out how the report works for a house that only needs a zoning clearance, so ask County Planning how these rules apply to your project. If you are buying a house to tear down or to remodel heavily, do that during your contingency period, before you are committed to the purchase.
Can you rent a Silver Strand home on Airbnb or as a short-term rental?
Yes, with a County Temporary Rental Unit permit. Any rental of less than 30 days needs one, along with a County business tax certificate, and the owner collects the County's 8% hotel tax.
The County's ordinance sets no cap on permits in a neighborhood, no minimum distance between rentals and no limit on nights per year. The County's slides for a community meeting on September 23, 2026 say there is no cap and report 74 permits in Silver Strand for 2026. The same meeting covered how the ordinance could be changed, so check the rules again before you buy for rental income.
The limits are on the owner and the house. An owner may hold only one permit, only one unit on a parcel may be rented, and an accessory dwelling unit does not qualify. A property owned by a company qualifies only if every member is a person, and a property with six or more owners does not qualify. Overnight guests are limited to two per bedroom plus two more, up to ten, with parking on the property and quiet hours from 10 p.m. to 7 a.m.
A permit lasts one year and ends automatically when the property is sold or transferred, so a buyer does not inherit the seller's permit. A new application means an inspection, an application fee of $1,525 and a $500 compliance deposit as of October 2026, and half a million dollars of liability insurance.
Is Silver Strand in a flood zone or a tsunami zone?
On FEMA's flood map, the houses are in Zone X, the 0.2% annual chance zone, which is outside the special flood hazard area. The high-risk coastal zone covers the sand. The map panels here are dated January 29, 2021 and January 20, 2010. Flood insurance is required for a home in a high-risk flood area when the mortgage comes from a government-backed lender, and these lots are not mapped as one today.
The State's tsunami hazard area covers every lot in Silver Strand. The County's advice is to move to ground at least 100 feet high or at least a mile inland, and to know your evacuation route. A tsunami briefing for Silver Strand lists the low-lying ground and the narrow access in and out of the neighborhood among its challenges.
The County's coastal plan says that with about 5 feet of sea level rise, tidal flooding from the harbor begins to reach homes here, starting at Hobie and Kiddie Beaches. It also notes wave run-up and ponding in the beach communities' residential areas during heavy winter storms. Silver Strand has a storm drain system with two pump stations. The County built drainage improvements here between 1987 and 1989, and owners paid part of the cost through a special assessment.
Ask your lender for a flood determination on the address, and price an optional flood policy during your contingency period.
What is the property tax rate in Silver Strand?
For 2026-27 it is about 1.174% of assessed value. That is the 1% base plus voter-approved bonds for the Hueneme Elementary and Oxnard Union High school districts and the community college, and two water district levies. Because Silver Strand is not in the City of Oxnard, the bill has no city tax line. Oxnard's most common rate for the same year is about 1.209%.
There is no Mello-Roos here. No community facilities district on the County's list covers Silver Strand, and a sample 2026-27 bill carried about $22 in fixed charges, for vector control, flood control, stormwater and a water district.
Assessed value normally starts at your purchase price and can rise no more than 2% a year after that. Send me the address and I will check the actual tax bill before you write an offer.
Who provides water, sewer and trash in Silver Strand?
The Channel Islands Beach Community Services District, a local district with its office on Santa Monica Drive in Silver Strand. It delivers the water, runs the sewer lines and contracts with E.J. Harrison for trash, and it bills all three. Homes here are on sewer, not septic.
These figures are from the district's 2025-26 rate sheet, the newest one posted as of October 2026. A single-family home with a three-quarter-inch meter has base charges of $44.52 for water, $31.66 for sewer and $32.24 for a 32-gallon trash cart, about $108 a month before any water use. Water use is billed in tiers that start at $5.14 per hundred cubic feet, and sewer adds $7.66 per hundred cubic feet on 93% of the water used.
That rate schedule ran through 2025-26 and no newer sheet is posted, so ask the district for current rates.
The water is a blend, about 80% local groundwater and 20% imported, supplied through the Port Hueneme Water Agency. Sewage goes to the City of Oxnard's treatment plant. To start service, the district asks the owner for a service agreement and a $150 deposit.
Where do you park at Silver Strand Beach, and what are the beach rules?
Silver Strand Beach is a 41-acre County park that runs the length of the neighborhood, and the public reaches it from the ends of the streets. The County's plan says there are public parking lots at both ends. The Harbor Department lists a lot next to San Nicolas Avenue with free parking from sunrise to sunset, plus street parking.
Restrooms are at the north end, and lifeguards are on duty from Memorial Day to Labor Day. Dogs are allowed on County beaches only before 9 a.m. and after 5 p.m., on a leash.
Just inside the harbor entrance, Kiddie Beach is the one place in the harbor where swimming is permitted, and Hobie Beach next to it is the launch spot for kayaks and paddleboards. A paved path runs from the Kiddie Beach parking lot to Silver Strand Beach, and a trail goes out onto the south jetty, which is built with the remains of a ship called the La Jenelle.
What are the street and parking rules in Silver Strand?
The streets are County roads, and many are narrow. Public Works says pavement widths in the two beach communities run from 17 to 60 feet. The County's coastal plan names the lack of off-street public parking and visitor traffic, especially in summer, as the area's main problems.
The California Highway Patrol enforces parking on these streets, including abandoned vehicles. I found no County permit-parking program for Silver Strand.
The County does not sweep the streets here. Its policy is to clear wind-blown sand with a loader when it blocks the travel lane, which Public Works says happens five to seven times a year, and it cannot clear where cars are parked. It does not maintain the alleys, and it is unlawful to put sand from private property into the road.
The zoning asks each house with up to four bedrooms for two covered spaces, and a short-term rental must provide its required parking on the property.
Which schools serve Silver Strand?
Silver Strand is in the Hueneme Elementary School District for transitional kindergarten through 8th grade and the Oxnard Union High School District for 9th through 12th.
Hollywood Beach Elementary, for grades TK to 6, is on Sunset Lane across the harbor, about 2 miles from Silver Strand by road. The district's two junior highs, Blackstock and E.O. Green, serve grades 6 to 8. Check an address with each district to see which schools it is assigned to.
How long does it take to sell a home in Silver Strand?
It depends on price and condition more than on the neighborhood. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.
