Buying a home in Oxnard.

Oxnard is the largest city in Ventura County, with about 200,000 people and about 56,000 homes. A little over half of the homes are detached houses, about 11% are attached single-family homes, about 5% are mobile homes, and about 29% are in buildings of three or more units. A little over half are owned by the people who live in them.

The median home was built in 1977, and more than half of all homes date from 1950 to 1979. About 23% were built in 2000 or later, including Riverpark, Seabridge and Wagon Wheel.

In the 90 days ending September 22, 2026, 220 houses, condos and townhomes sold in Oxnard at a median price of $775,000, according to Redfin. That one number blends beach homes, homes on the channels and inland neighborhoods, which sell at very different prices.

Tax bills vary more here than in most of the county. Four elementary school districts with different bond rates overlap the city, and Riverpark, Seabridge, Westport and Wagon Wheel carry special taxes. Two beach communities with Oxnard addresses sit mostly outside the city: Silver Strand, and Hollywood Beach west of Sunset Lane. The questions below sort that out.

Neighborhoods

Neighborhoods in Oxnard.

Riverpark
A planned community of about 700 acres north of the 101, with detached homes, townhomes, condos and apartments, The Collection shopping center, and special taxes that every buyer should understand. It has its own page.
River Ridge
Homes around the 36-hole River Ridge Golf Club beside the Santa Clara River. The streets on the east side date from the 1960s and early 1970s, and the golf course tracts from the mid-1980s on. FEMA maps a little over half of its homes as an area with reduced flood risk because of the river levee.
Oxnard Shores
The beach neighborhood inside the city, west of Harbor Boulevard between Fifth Street and Channel Islands Boulevard. It is in the Coastal Zone and in the state's tsunami hazard area, and it includes The Colony at Mandalay Beach, a 440-unit community.
Mandalay Bay
The original homes on the channels, built between 1968 and 1973: 743 attached and detached homes along about seven miles of public waterways. Owners pay a waterway assessment, and the city has been rebuilding the seawalls.
Seabridge
Mid-2000s detached homes, on and off the water, and attached homes on the channels. It carries two special taxes, one of which never ends.
Westport
Early-2000s houses, duplexes, townhomes and condos on the channels, also with two special taxes.
Hollywood Beach
A beach community with an Oxnard address. West of Sunset Lane it is small lots on county land outside the city limits; the homes between Sunset Lane and Harbor Boulevard are inside the city. The county's Hollywood Beach park runs along the sand.
Silver Strand
Another county beach community, between the harbor mouth and the Navy base, with a county beach park along its whole shoreline.
Downtown and the historic district
The Henry T. Oxnard Historic District covers F and G streets between Palm and Fifth streets: 139 contributing homes, mostly Craftsman and period revival bungalows built from 1909 to 1941. It is on the National Register of Historic Places.
Wagon Wheel
A newer neighborhood of townhomes, condos and apartments by the 101, planned for up to 1,500 homes, with its own special tax.

Oxnard home buying and selling questions.

How much does a house cost in Oxnard?

In the 90 days ending September 22, 2026, 220 houses, condos and townhomes sold in Oxnard, and the median sale price was $775,000, according to Redfin. Half sold for more and half for less.

The spread is wide. A condo inland, a house in a mid-century tract and a home on the water sell at very different prices, so the median is a starting point, not a price for any one home. Tell me the neighborhood and the kind of home you want and I will send you what has actually sold there.

What kinds of homes are in Oxnard, and how old are they?

About 54% of Oxnard's homes are detached houses, about 11% are attached single-family homes such as townhomes, about 5% are mobile homes, and about 29% are in buildings of three or more units.

The median home was built in 1977. About 21% of homes date from the 1970s, about 18% from the 1960s and about 12% from the 1950s, and about 23% were built in 2000 or later.

With a home from the 1950s through the 1970s, the inspection matters. Roofs, plumbing and electrical panels may be original, and it is better to know that before you remove your contingencies.

What is the property tax rate in Oxnard?

There is no single rate. For 2026-27, Oxnard's rates run from about 1.09% to about 1.21% of assessed value, before any fixed charges or special taxes.

The main thing that moves the rate is which elementary school district the address is in. Four overlap the city: the Oxnard, Rio, Ocean View and Hueneme districts, each with its own voter-approved bonds. Addresses in the Oxnard School District sit at the top of the range and those in the Ocean View district at the bottom.

Most Oxnard rates also include a city levy of about 0.033%. On a home assessed at one million dollars, the difference between the top and bottom of the range is about $1,200 a year.

Which Oxnard neighborhoods have Mello-Roos?

Riverpark, Westport, Seabridge and Wagon Wheel all have special taxes, often called Mello-Roos. Northshore, the new-home site at Fifth Street and Harbor Boulevard, has one too. A freeway interchange district near the 101 adds a smaller charge on some Riverpark parcels, which the city expects to end after the 2031-32 tax year. A second interchange assessment, which covered The Gallery in River Ridge among other parcels, was on 2024-25 tax bills and was not on the 2025-26 or 2026-27 bills I checked, though the city's page still lists it through September 2033.

Westport and Seabridge each have two taxes stacked together: one that pays off bonds and one for services that never ends. Westport's bond tax is expected to stop after the 2031-32 tax year and Seabridge's after 2034-35. For 2025-26 the pair came to about $2,230 for a Westport condo and about $7,870 for its largest houses, and to about $2,400 for the smallest Seabridge attached homes and about $7,680 for its largest waterfront houses.

Riverpark has a permanent city tax plus a school district tax. I cover those on my Riverpark page.

The city has a lookup map: type in an address and it shows every special district the home is in. I check it, and the actual tax bill, before my buyers write an offer.

Are Hollywood Beach and Silver Strand part of Oxnard?

Mostly no. They have Oxnard mailing addresses, but Silver Strand and most of Hollywood Beach are unincorporated county land. In Hollywood Beach the line runs down Sunset Lane: nearly all of Ocean Drive and the west side of Sunset Lane are county, and the homes between Sunset Lane and Harbor Boulevard, plus about a dozen lots at the south tip, are inside the city. Channel Islands Harbor, between the two communities, is owned and operated by the County of Ventura.

On the county side, that changes who you deal with. Zoning and permits come from the county. Water, sewer and trash come from the Channel Islands Beach Community Services District. Short-term rentals need a county permit, not a city one. The elementary school district on both sides of the line is Hueneme, which runs Hollywood Beach Elementary.

Oxnard Shores, Mandalay Bay, Westport and Seabridge are inside the city.

Can I use a home in Oxnard as a short-term rental?

Only with a city permit, and the permit is not guaranteed. The number of vacation rental permits is capped at 5% of each neighborhood, or 10% in the beachfront zone. A new permit cannot be issued within 200 feet of an existing one, or 100 feet in the beachfront zone, and a vacation rental is limited to 100 days a year.

A permit expires when the home sells, so a buyer does not inherit the seller's permit and has to apply fresh under the cap. An owner can hold only one. The Colony at Mandalay Beach and the Harbour Island condominiums cannot get permits at all, and neither can an accessory dwelling unit.

Silver Strand and the county side of Hollywood Beach are under the county's rules instead, which require a county Temporary Rental Unit permit. The county's ordinance sets no cap on permits in a neighborhood, no spacing rule and no limit on nights, though one owner can hold only one permit and the permit ends when the home sells.

An association's rules can be stricter than the city's or the county's, so read them too. Inland, state law lets an association prohibit rentals of 30 days or less. In the Coastal Zone it is not that simple: in 2018 the Court of Appeal ruled, in a case from Oxnard Shores, that an association could not ban short-term rentals on its own, because there the decision belongs to the local government and the Coastal Commission.

Is Oxnard in a flood zone?

Only a small part of it. About 4% of the land in the city is in a FEMA special flood hazard area: mostly the beach itself, the Santa Clara River channel and the Ormond Beach wetlands.

The north side depends on the Santa Clara River levee. FEMA maps much of Riverpark, River Ridge, Victoria Estates and South Bank as areas with reduced flood risk due to the levee, and the county has projects to improve the levees for FEMA certification.

The city's own handout says that if you need a federally regulated or insured mortgage, you will have to buy flood insurance if the building is in a special flood hazard area. The city's Emergency Resource Map shows the zone for any address.

Is Oxnard in a tsunami zone?

The beach and harbor neighborhoods are. Oxnard Shores, Mandalay Bay, Westport, Seabridge, Hollywood Beach and Silver Strand are essentially all inside the state's tsunami hazard area, which covers about 13% of the land in the city. No inland neighborhood is in it.

The city says, citing the county's hazard plan, that Oxnard is at low risk for tsunamis, and it posts evacuation maps for the coastal neighborhoods.

Is Oxnard in a wildfire zone?

Small parts are. The state's 2025 map, which the city adopted, put High and Moderate fire hazard zones along the Santa Clara River bottom and the coastal dunes, touching parts of River Ridge, South Bank, Wagon Wheel, Victoria Estates, Oxnard Shores and Oxnard Dunes. There is no Very High zone in the city, and about 6% of the city's land is zoned in all.

State law requires the seller of a home in a High zone to give the buyer documentation that the property meets defensible space rules, or to agree in writing that the buyer will get it after closing. The city links a lookup map for any address.

What does the Coastal Zone mean for a homeowner in Oxnard?

About 15% of the city is in the California Coastal Zone, from the Santa Clara River to Ormond Beach. Building there generally needs a coastal development permit, and under the city's certified Local Coastal Program the city issues most of them.

The city code exempts most improvements to an existing single-family home that is not on the beach, along with repairs and fences up to six feet. It also excludes additions and new homes on existing lots in the developed parts of Oxnard Shores, Oxnard Dunes and the Mandalay Bay waterways.

Projects between the ocean and the first public road can be appealed to the Coastal Commission. If you plan to remodel a beach home, talk to city planning before you buy.

Which school districts serve Oxnard?

Four elementary districts overlap the city, each through 8th grade: the Oxnard School District, the Rio School District, the Ocean View School District and the Hueneme Elementary School District. High school is the Oxnard Union High School District, whose campuses with Oxnard addresses are Channel Islands, Del Sol, Hueneme, Oxnard, Pacifica and Rio Mesa.

District lines do not follow neighborhood names, and the district also changes the property tax rate, so check the address with the district before you write an offer.

How do people commute from Oxnard?

The 101 freeway runs along the north side of the city. From the Oxnard Boulevard interchange it is about 60 freeway miles to downtown Los Angeles, about 35 to Santa Barbara and about 8 to Ventura or Camarillo.

The Oxnard Transit Center downtown is on Metrolink's Ventura County Line, which runs to Los Angeles Union Station on weekdays. Amtrak's Pacific Surfliner and Coast Starlight both stop there, and so do Gold Coast Transit buses.

Oxnard Airport is a county-owned general aviation airport. It has no airline service today.

Can I use a VA or FHA loan to buy in Oxnard?

Yes. For 2026 the conforming loan limit and the FHA loan limit for a single-family home in Ventura County are both $1,035,000. With your full entitlement, VA sets no loan limit: the amount depends on what your lender approves and what the home appraises for.

Are new homes being built in Oxnard?

Yes. The city's August 2026 project list shows 36 residential projects with about 2,400 homes in all, from apartments downtown to houses near the beach.

The largest for-sale site is Northshore, at Fifth Street and Harbor Boulevard near Mandalay State Beach: 183 single-family homes and 109 detached condominiums, under construction. Trumark Homes calls its part Breakwater at Northshore and lists it as coming in spring 2027, so it is not selling as of October 2026. At Wagon Wheel, Oakwood Communities lists for-sale townhomes and condominiums.

At a new-home community the sales agent works for the builder. You can bring your own agent, but most builders expect that agent to be registered on your first visit, so call me before you tour.

What should I know about the Mandalay Bay seawalls?

The city says the materials used to build the seawalls began to degrade within 20 years of completion, and that it is working with the Channel Islands Waterfront Homeowners Association on funding and replacing them. Its September 2026 update says construction is ongoing.

Owners there also pay a waterway maintenance assessment that dates from 1970. For 2025-26 it ranged from about $90 to about $1,680 a parcel in Mandalay Bay and was $371.70 at Harbour Island.

If you are buying on the water, ask for the seawall history of the specific lot and read the association's latest update.

What does a seller in Oxnard have to give the buyer?

Oxnard adds a requirement of its own: the city requires a Report of Building Records at resale. The owner gets it from the city when entering into the sale agreement, it shows the authorized use, occupancy and zoning of the property, it is good for six months, and it must be delivered to the buyer before the sale closes. The first sale of a new building is exempt.

The transfer tax is the same $1.10 per $1,000 as the rest of the county. I order the building records report when we list, so it does not hold up the closing.

Who provides water and utilities in Oxnard?

The city itself. Oxnard bills water, sewer and trash together, and its own crews pick up trash, recycling and organics.

Electricity is delivered by Southern California Edison, with Clean Power Alliance as the default power supplier unless you opt out, and gas comes from Southern California Gas. Silver Strand and the county side of Hollywood Beach get water, sewer and trash from their own community services district.

How long does it take to sell a home in Oxnard?

It depends on price and condition more than on the city. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price. Most of those were in Oxnard.
