Buying a home in Oxnard Shores.

Oxnard Shores is the beach neighborhood inside the City of Oxnard. It runs along the sand west of Harbor Boulevard, from Fifth Street south to Channel Islands Boulevard, about 360 acres on the city's map. All of it is in the California Coastal Zone.

Most of the lots were mapped between 1959 and 1961, and the median home in its census tract was built in 1976. There is a row of oceanfront homes on Mandalay Beach Road, Capri Way and Marine Way, about 900 single-family lots on the streets behind them, condos, and a mobile home park at the Fifth Street end. At the south end are The Colony at Mandalay Beach, 440 condos beside the city's 62-acre beach park, and a second mobile home park beside the harbor and Hollywood Beach.

Three things make a purchase here different from one inland. A short-term rental needs a city permit that is capped and does not pass to a buyer. Building rules are tighter on the oceanfront than one street back. And the whole neighborhood is in the state's tsunami hazard area, with a FEMA flood zone along the sand and a record of storm erosion.

There is no Mello-Roos here. For 2026-27 the property tax rate is about 1.21% of assessed value for nearly every home, which is the top of Oxnard's range.

Where is Oxnard Shores?

Oxnard Shores is on the coast in the City of Oxnard, west of Harbor Boulevard between Fifth Street on the north and Channel Islands Boulevard on the south. One of the four planning areas in the city's coastal plan is named for it, and it is reached from Harbor Boulevard.

Mandalay State Beach, an undeveloped state park of sand and dunes, is to the north across Fifth Street. The Mandalay Bay waterways are across Harbor Boulevard, and Channel Islands Harbor is to the south. Hollywood Beach and Silver Strand, farther south, are separate beach communities, mostly on county land, and are not part of Oxnard Shores.

By road it is about 4 to 5 miles to the Oxnard Transit Center downtown, about 2 to 3 miles to Channel Islands Harbor and about 8 miles to downtown Ventura.

What kinds of homes are in Oxnard Shores?

Houses, condos and mobile homes. In the census tract that covers Oxnard Shores outside The Colony, about 52% of the roughly 1,600 homes are detached houses, about 8% are attached homes, about 30% are in buildings of 3 to 19 units and about 10% are mobile homes.

The median home there was built in 1976. More than half date from the 1960s and 1970s, and about 10% were built in 2000 or later.

The city zones about 117 parcels on Mandalay Beach Road, Capri Way and Marine Way as beachfront residential, and about 900 on the streets behind them as single-family beach. The rest is zoned for condos, the two mobile home parks, the beach park and a little commercial.

About a quarter of the homes in the tract are counted as vacant by the Census, most of them because they are used seasonally or as second homes.

Can I use a home in Oxnard Shores as a short-term rental?

Only with a city permit, and the permit is not guaranteed. Vacation rental permits are capped at 5% of the homes in the neighborhood, and at 10% in the beachfront zone. A new permit cannot be issued within 200 feet of an existing one, or within 100 feet in the beachfront zone, and a vacation rental is limited to 100 days a year. When the cap is full the city keeps a waiting list.

A permit expires when the home sells or changes hands, so a buyer does not inherit the seller's permit and has to apply fresh. An owner can hold only one, and each permit lasts one year. As of October 2026 the city lists the fee at $1,595 for a new application and $1,214.25 for a renewal.

Some homes cannot get a permit at all: the 440 units of The Colony at Mandalay Beach, a mobile home in a mobile home park, and an accessory dwelling unit. The city's map of approved rentals, last updated in August 2024, showed about 34 in Oxnard Shores.

A homeowners association's own ban is a different matter in the Coastal Zone. In 2016 the Mandalay Shores Community Association adopted a ban on renting single-family homes here for less than 30 days. In 2018 the Court of Appeal ordered a preliminary injunction that put that new ban on hold until trial, ruling that the decision to ban or regulate short-term rentals 'must be made by the City and Coastal Commission, not a homeowner's association.' The ruling does not give any owner a right to rent: the city permit, the caps and the exclusion of The Colony all still apply. Read the association's current rules anyway, and ask the city where a home stands before you count on rental income.

What is The Colony at Mandalay Beach?

It is a planned community of 440 condominiums at the south end of Oxnard Shores, next to the city's beach park and a beachfront hotel. Its tract map was recorded in October 1983.

The city's coastal ordinance names The Colony's 440 units as not eligible for a short-term rental permit, so a condo there cannot be rented for less than 30 days.

Colony owners also pay a small city assessment for landscape and beach upkeep, through a maintenance district formed in 1983. It was $46.70 per condo on the 2026-27 tax bill, the same as the year before. As a condominium community it has an owners association, so get its dues, rules and reserve study during your contingency period.

Do I need a coastal permit to remodel a home in Oxnard Shores?

It depends on which side of the first street you are on. For the developed streets between the first public road east of the ocean and Harbor Boulevard, the city code excludes additions, accessory structures and new single-family homes on existing lots from the coastal permit process, with a zone clearance. It also exempts most improvements to an existing house that is not on the beach, along with ordinary repairs.

The oceanfront row is different. The exclusion stops at the first public road east of the ocean, so homes between the sand and that road are outside it, and the code requires a coastal development permit, which can be appealed to the Coastal Commission, for additions, rebuilds and new homes there. Ordinary repairs stay exempt. So do small improvements to an existing house that is not on the beach itself, generally those that add less than 10% to its floor area or height.

On the city's map all of the roughly 117 beachfront parcels are in the appeal area. So are about one in six of the single-family lots behind them, and for those the city decides which rule applies, so ask planning before you plan a project.

In a 2019 appeal over a rebuild on Capri Way, the Commission approved the house with conditions. Its staff had recommended these: keep the new house within 120 feet of the street, never build a seawall to protect it, and remove it if an agency orders it vacated because of hazards or if it would need shoreline protection. If you plan to rebuild or add on at the oceanfront, talk to city planning before you remove your contingencies.

Has the beach at Oxnard Shores eroded?

Yes, and the record comes from the Coastal Commission's staff. Their 2019 report says Oxnard Shores is a wide sandy beach today but suffered severe erosion during the El Nino winters of the late 1970s and early 1980s, when waves ran all the way up to Capri Way. The report describes photos from 1981 and 1983 that show waves under the oceanfront homes and severe damage to them.

A 1988 settlement over the beachfront lots that were still vacant fixed the line between private lots and public tidelands. Those owners gave up an average of 40 feet on the ocean side for public use, and the settlement created public accessways to the beach. Lots that already had houses were not part of it, so they reach farther toward the water.

The city's 2019 draft sea level rise study says flooding occurs in the Oxnard Shores area during major storms. It rates homes in its Oxnard Shores planning area, which also takes in the channel neighborhoods across Harbor Boulevard, as highly susceptible to coastal hazards, mostly from rising tides, and it says the mobile home park at Fifth Street is exposed to erosion and storm flooding by 2030. The city is updating its coastal plan, and state law requires a sea level rise plan in it by 2034.

On an oceanfront purchase, get homeowners and flood insurance quotes during your contingency period, before you are committed to the purchase.

Is Oxnard Shores in a flood zone?

Mostly not. On FEMA's current map, dated January 29, 2021, about 90% of the neighborhood's land is Zone X, the 0.2% annual chance area, which is outside the special flood hazard area.

About 10% is Zone VE, the coastal high hazard zone. That is the beach itself and the ocean edge of some oceanfront lots on Mandalay Beach Road and Capri Way. Zone VE is a special flood hazard area.

Flood insurance is required for a home in a high-risk flood area when the mortgage comes from a government-backed lender. Whether a particular oceanfront house touches the VE line takes a lot-by-lot look. Send me the address and I will check its flood zone before you write an offer.

Is Oxnard Shores in a tsunami zone?

Yes. All of Oxnard Shores is inside the state's tsunami hazard area, the zone the state maps for emergency planning.

The county's hazard plan, which the city cites, rates the tsunami risk in Oxnard as low. The city posts evacuation route maps for the coastal neighborhoods, including one for the beach park.

Is Oxnard Shores in a wildfire zone?

A small part at the north end is. On the state's 2025 map, which the city adopted, about 11% of the neighborhood's land is in a High or Moderate fire hazard zone, by Fifth Street. The High zone covers most of the Oxnard Shores Mobile Home Park, about 83% of it. The Moderate zone covers the rest of the park, part of Driftwood Street beside it and a few lots at the north end of Mandalay Beach Road. There is no Very High zone.

State law requires the seller of real property in a High zone to give the buyer documentation that it meets defensible space rules, or to agree in writing that the buyer will get it after closing. The only homes in the High zone here are in the Fifth Street mobile home park, so ask the park office and your escrow officer how that works for a home on a space in the park. The city links a lookup map for any address.

What is the property tax rate in Oxnard Shores, and is there Mello-Roos?

For 2026-27 the rate in nearly all of Oxnard Shores is about 1.209% of assessed value: the 1% base plus voter-approved bonds for the Oxnard School District, the high school district and the community college, a water district charge and a city levy. That is the top of Oxnard's range. On a home assessed at one million dollars it comes to about $12,088 a year, plus small fixed charges for water, flood control and mosquito control districts, about $51 on one oceanfront bill for 2026-27.

There is no Mello-Roos. The city's district map shows no community facilities district in Oxnard Shores. The one city assessment is The Colony's maintenance district, $46.70 per condo on the 2026-27 tax bill.

One pocket is different. The 96 homes at 4501 West Channel Islands Boulevard, at the south tip, are in the Hueneme Elementary School District, and their 2026-27 rate is about 1.181%.

Your assessed value normally starts at your purchase price, so your bill will not match the seller's. Send me the address and I will check the tax bill before you write an offer.

What are the mobile home parks in Oxnard Shores?

The city's map puts two inside the neighborhood, one at each end. Oxnard Shores Mobile Home Park is at 5540 West Fifth Street. It had 181 spaces when the Coastal Commission described it in 2008, on about 23 acres, and county records show it as a single parcel, not separate lots. Hollywood Beach Mobile Home Park, at 4501 West Channel Islands Boulevard, sits at the harbor end beside Hollywood Beach, and it is inside the City of Oxnard.

They are not the same kind of park. State records from 2008 and 2009 show Hollywood Beach was converted from a rental park to 96 separately owned spaces with an owners association, and the state's 2009 public report describes it as limited to residents 55 and older. County records show 96 separately assessed spaces there today. Confirm the current age rule and the monthly dues with the association before you write an offer.

Oxnard regulates space rent increases in its privately owned mobile home parks. Ask the city's rent stabilization office whether a space you are considering is covered. A mobile home in a park cannot get a short-term rental permit.

In any mobile home park, ask whether you would own the lot or rent the space, and whether the park has an age rule, before you write an offer.

What beaches and parks are in Oxnard Shores?

The beach runs the full length of the neighborhood, and public accessways reach it from the street between the oceanfront homes.

The city's beach park, at 1601 South Harbor Boulevard, covers 62 acres at the south end. Long known as Oxnard Beach Park, it is now named 'olołkoy Beach Park. It has picnic shelters and tables, barbecues, a playground, volleyball and a ball diamond. It is open from 7 in the morning to 7 at night, and dogs are allowed on a leash.

North of Fifth Street is Mandalay State Beach, an undeveloped state park of beach, dunes and wetlands. It has no facilities, dogs are not allowed on its beach, and parts close from March through September to protect snowy plover nesting areas.

Which schools serve Oxnard Shores?

Oxnard Shores is in the Oxnard School District for kindergarten through 8th grade and the Oxnard Union High School District for 9th through 12th. The exception is the south tip at 4501 West Channel Islands Boulevard, which is in the Hueneme Elementary School District.

District lines do not follow neighborhood names, so check an address with each district to see which schools it is assigned to.

Are new homes being built near Oxnard Shores?

Yes, on the opposite corner of Fifth Street and Harbor Boulevard. Northshore is approved for 183 single-family homes and 109 detached condominiums, and the city's August 2026 project list shows it under construction. Trumark Homes calls its part Breakwater at Northshore and lists it as coming in spring 2027, so it is not selling as of October 2026.

Northshore has its own Mello-Roos district, which Oxnard Shores does not. The city's 2025-26 report shows no facilities tax levied there yet, and its rates were still being amended.

Inside Oxnard Shores, the same city list shows new oceanfront houses under construction on Capri Way and Mandalay Beach Road.

At a new-home community the sales agent works for the builder. You can bring your own agent, but most builders expect that agent to be registered on your first visit, so call me before you tour.

How long does it take to sell a home in Oxnard Shores?

It depends on price and condition more than on the neighborhood. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.

Sellers here have two things to get ready early. Oxnard requires a Report of Building Records at resale: the owner gets it from the city when the sale agreement is signed, it is good for six months, and it must be delivered to the buyer before closing. And if the home has a short-term rental permit, tell buyers plainly that it ends at the sale.

Before you list, I walk the home, show you what has actually sold nearby, and tell you what is worth fixing and what is not.
