Buying a home in Riverpark.

Riverpark is a planned community of about 700 acres in north Oxnard. The 101 freeway is its south edge, Vineyard Avenue its east edge and the Santa Clara River its west edge. The city approved the plan in 2002, and building has been under way ever since.

It has detached houses, townhomes and condos, and apartments, built by several builders in named neighborhoods such as Pacific Crossing, Westerly, Celadon, Waypointe, Landing and Veranda. About 2,600 homes were finished as of May 2016, the last full count published. The plan now allows up to 4,068, and the newest building is mostly apartments.

The Collection at RiverPark shopping center is inside the community. So are five city parks, three Rio School District campuses and a fire station.

The thing to understand before you buy here is the tax bill. Nearly every Riverpark home pays two special taxes, often called Mello-Roos, on top of the regular property tax, and some pay a third. The questions below walk through each one.

Riverpark home buying and selling questions.

Is there Mello-Roos in Riverpark?

Yes. Nearly every Riverpark home pays two special taxes. One is the City of Oxnard's Community Facilities District No. 5, which pays for park and landscape maintenance and other services. The other is the Rio School District's Community Facilities District No. 1, which paid for the schools in Riverpark.

A third, for the Oxnard Boulevard and Highway 101 interchange, is on about 700 parcels, including several hundred Riverpark homes. All three are collected on the county property tax bill.

How much is the Mello-Roos in Riverpark?

It depends on the size of the home and whether it is attached or detached. For the 2025-26 tax year the city's district charged $1,345.84 to $2,280.94 for an attached home and $1,972.80 to $2,805.78 for a detached one.

The school district's tax for the same year was set at $1,922.82 to $3,377.32 for an attached home and $2,490.64 to $4,663.56 for a detached one, depending on size and on which of the district's zones the home is in.

As an example, a detached home of 1,750 to 2,099 square feet in the lower school zone came to about $2,236 for the city plus about $2,971 for the schools, about $5,200 for the year, before the regular property tax. Where the interchange tax applies, it added roughly $90 to $320.

When does the Mello-Roos in Riverpark end?

The city's district does not end. It pays for services, not bonds, and the city's report says parcels are subject to it in perpetuity. Its maximum rises each year with inflation, by at least 2% and at most 5%. For 2025-26 the city charged about 60% of the maximum. In November 2024, Riverpark voters rejected measures to repeal it, cut it and limit its uses.

The school district's tax rises 2% every July 1. It cannot be levied after the 2046-47 tax year, the bonds behind it mature by September 2039, and an owner can pay it off early.

The interchange tax has no yearly increase, and the city expects its last levy in the 2031-32 tax year.

What is the property tax rate in Riverpark?

For 2026-27 the regular rate in Riverpark's tax areas is about 1.156% of assessed value: the 1% base plus voter-approved school, college, water and city bonds.

The special taxes above are flat dollar amounts added to that, so the total bill is higher than on a similar home in most Ventura County neighborhoods. Ask for the actual tax bill on any home you are considering. I pull it for my buyers before they write an offer.

Is there an HOA in Riverpark?

Yes. The neighborhood council describes a master association that handles most parkway landscaping, the mailboxes and trellises. In some neighborhoods, including Westerly, Avenue, Collage, Waypointe, Landing, Pacific Crossing and Celadon, an added layer maintains the front yards and alleys, and owners cannot change that landscaping.

The city, not the association, maintains the parks and medians. That is what the city's special tax pays for.

Dues differ by neighborhood, so get the current amount and the rules from the association documents before you remove your contingencies.

Which schools are in Riverpark?

Riverpark is in the Rio School District for transitional kindergarten through 8th grade and the Oxnard Union High School District for 9th through 12th.

Three Rio campuses are inside the community: Rio del Mar Elementary (TK to 5), Rio Vista Middle School (6 to 8) and Rio del Sol STEAM Academy (TK to 8), which the district lists with a lottery. The district's school locator shows which school a given address is assigned to.

Is Riverpark in a flood zone?

On FEMA's current map, dated January 20, 2010, the built part of Riverpark is Zone X, outside the special flood hazard area. Much of it is the kind of Zone X that FEMA labels reduced flood risk due to levee, because the community sits behind the Santa Clara River levee.

FEMA lists that levee as provisionally accredited. The county, which owns it, says FEMA found in 2009 that it did not fully meet federal certification rules, and the county has a project to improve it.

Flood insurance is required for a home in a high-risk flood area when the mortgage comes from a government-backed lender, and Riverpark is not mapped as one today. A future map could change that, so ask your lender for a flood determination on the address, and price an optional policy.

What kinds of homes are in Riverpark?

Detached houses, attached homes such as townhomes and condos, and apartments. The builders named in the school district's 2016 bond statement include Standard Pacific, Centex Homes, Shea Homes and K. Hovnanian.

Sizes in that statement run from about 1,050 square feet in the smallest attached plans to nearly 3,000 square feet in the largest detached ones. Some attached homes were built and sold as affordable units.

What are the lakes in Riverpark?

They are former gravel pits. The north half of the site was a sand and gravel mine, and the plan rebuilt its pits as water storage and groundwater recharge basins. They cover about 200 of the community's 700 acres.

They are water infrastructure, with landscaped edges, and nothing the city publishes describes them as open for boating, fishing or swimming.

What parks and shopping are in Riverpark?

The city names five parks in Riverpark: Central Park, Crescent Park, Windrow Park, which has a dog park, Vineyard Park and East Park. Picnic areas in the Riverpark parks need a reservation.

The Collection at RiverPark, at 2751 Park View Court, is the shopping center inside the community. The Target beside it opened in 2011, and the movie theater, REI and Whole Foods followed in 2012 and 2013.

How do you get around from Riverpark?

Riverpark reaches the 101 freeway at Oxnard Boulevard and at Vineyard Avenue, and Ventura Road also serves it.

Gold Coast Transit's Route 17 stops at The Collection about once an hour. The Oxnard Transit Center, where the bus routes meet, is about three miles away by road.

Is Riverpark still being built?

Yes. In March 2022 the city approved a plan change that allows up to 1,025 more homes in exchange for less commercial space. The first project under it, the 333-unit Fore Apartments, was under construction in the city's 2024 report, and a second, The Pointe, with 280 units, was approved in December 2024.

In 2024 the area by the freeway also added a Chick-fil-A, a Shake Shack, a Starbucks and two Marriott hotels.

How long does it take to sell a home in Riverpark?

It depends on price and condition more than on the neighborhood. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.

In Riverpark, buyers ask about the special taxes first. Have the tax bill and the association documents ready on day one, and price the home with those costs in mind.
