Buying a home in Hollywood Beach.
Hollywood Beach is the strip of homes between the ocean and Channel Islands Harbor, along Ocean Drive, Sunset Lane and Harbor Boulevard, from the harbor entrance north to Channel Islands Boulevard. It has an Oxnard mailing address, but most of it is not in the City of Oxnard. It is unincorporated Ventura County, with the city on three sides.
The line runs through the neighborhood, down the middle of Sunset Lane. Ocean Drive and the west side of Sunset Lane are county land, about 570 parcels, except for about a dozen lots at the south tip that are inside the city. The homes between Sunset Lane and Harbor Boulevard, about 260 parcels, are inside the city too. Which side a home is on decides its zoning code, its short-term rental rules and its tax rate.
The county-side lots were mapped in June 1924, most of them 35 feet wide, after film crews had used the sand dunes of these beaches as a desert location. The Census counts the county side together with Silver Strand: about two thirds of the homes are detached houses, the median one was built in 1976, and about a third are counted as seasonal or occasional-use homes.
On the county side, three rules matter most. Short-term rental permits have no neighborhood cap. Height is limited to 28 feet. And since August 13, 2026, almost every lot is inside a mapped coastal hazard area with new rules for anyone who builds or rebuilds. The County's own plan also says that nuisance storm flooding on Ocean Drive happens every year.

Where is Hollywood Beach?
Hollywood Beach is on the Ventura County coast, on the west side of Channel Islands Harbor. It is a narrow strip with the ocean on one side and the harbor on the other. Oxnard Shores is to the north, and Silver Strand is across the harbor entrance to the south.
The homes line Ocean Drive, Sunset Lane and Harbor Boulevard for about a mile, from the harbor entrance north to Channel Islands Boulevard.
From the north end it is about 7 miles by road to the 101 freeway at Victoria Avenue and about 5 to the Oxnard Transit Center, where Metrolink and Amtrak stop. Ventura is about 9 miles, Camarillo about 14, Santa Barbara about 37 and downtown Los Angeles about 66. From the south tip, add about a mile.
Is Hollywood Beach part of Oxnard?
Mostly no. Hollywood Beach has an Oxnard mailing address, but the County's coastal plan describes it as an unincorporated beach residential area that the City of Oxnard borders on three sides. The County supervisor's office puts it this way: most of Hollywood Beach, west of Sunset Lane, is unincorporated, and some parcels are in the city.
On the county side, the County handles zoning, building permits and short-term rental permits, the Sheriff's Office is the law enforcement agency and the Highway Patrol enforces parking. The Fifth District county supervisor represents the area, and residents inside the city limits are represented by Oxnard's city officials as well.
The County owns Channel Islands Harbor, and its Harbor Department runs the beach. Water, sewer and trash on the county side come from the Channel Islands Beach Community Services District. In 1982 the beach communities weighed joining Oxnard or Port Hueneme and instead voted, 58% in favor, to form that district.
Which parts of Hollywood Beach are in the City of Oxnard?
In the County's parcel records, the lots on Ocean Drive, on the west side of Sunset Lane and on the short streets between them are county land, about 570 parcels. The homes on the east side of Sunset Lane, between it and Harbor Boulevard, are in the city, about 260 parcels. They are attached homes on small parcels in the City's R-2-C and R-3-C multiple-family zones, not 35-foot beach lots, so ask whether there is an association.
County Public Works draws the line down the centerline of Sunset Lane, with the west side county and the east side city, and, south of where Sunset Lane ends, down the centerline of Harbor Boulevard. There are exceptions at both ends. About a dozen lots at the south tip, including a few at the south end of Ocean Drive and of Harbor Boulevard, are inside the city. At the north end, the mobile home park is in the city, and the Hollywood Beach Elementary site is unincorporated.
The property tax bill shows which side a lot is taxed on. Tax rate area 63012 is county, and areas 03124 and 03077 are city. But a few lots at the south end of Ocean Drive are billed in the county area while the County's and the City's maps draw them inside the city. So do not rely on the tax rate area alone. Confirm the jurisdiction with County Planning or City Planning before you rely on either set of rules.
It matters because the two sides have different rulebooks. A city lot follows Oxnard's coastal zoning and Oxnard's short-term rental rules, which cap the number of permits and the number of rental days. A county lot follows the County's rules, which do not. How did Hollywood Beach get its name?
From the movies. The map of Hollywood Beach was recorded in June 1924. It was the first of three beach subdivisions here, followed by Silver Strand in 1925 and Hollywood-by-the-Sea in 1926. A 2025 review by the Ventura Local Agency Formation Commission says the tracts were subdivided after a period when film crews used the sand dunes to stand in for desert.
PBS SoCal's history of the area says the 1921 Rudolph Valentino film The Sheik was shot on the dunes of the ranch just to the south, which became Hollywood-by-the-Sea, and that developers used the Hollywood connection to start the Hollywood Beach subdivision in 1924. The same article treats the stories of movie stars living here as local lore.
The south tip of Hollywood Beach, around San Clemente and Santa Cruz Avenues, is on the 1926 Hollywood-by-the-Sea map. PBS SoCal says the harbor entrance, built in the 1960s, split that tract in two. About 40 of its lots are on this side, and the rest became the northern part of Silver Strand.
What kinds of homes are in Hollywood Beach?
On the county side, mostly detached houses on small lots. The Census counts the county side of Hollywood Beach together with Silver Strand as Channel Islands Beach. In its 2020-2024 survey, about 67% of the roughly 2,200 homes there are detached houses and about 12% are attached homes. There are duplexes too, but the Census estimate for them is too uncertain to rely on.
The median home was built in 1976. About a third were built in the 1970s and about a fifth in the 1980s, with about 13% from the 1950s and about 8% from 2000 or later. About a third of the homes are counted as seasonal, recreational or occasional-use, which means second homes and vacation homes.
The typical county-side lot is about 2,630 square feet, which is 35 feet wide and about 75 feet deep. In the County's parcel records, about half the lots are between 2,600 and 3,100 square feet and about four in ten are smaller.
The city side is different. The homes between Sunset Lane and Harbor Boulevard are attached homes on small parcels in the City's R-2-C and R-3-C multiple-family zones, and the Census counts them with Oxnard.
What can you build on a lot in Hollywood Beach?
On the county side the zoning is the County's Residential Beach Harbor zone. A single-family house needs a lot of at least 1,750 square feet and a two-family building needs 3,000, so the typical lot of about 2,630 square feet is a one-house lot. No lot may have more than two dwellings of any type.
Height is limited to 28 feet at the highest point of the roof, or 30 feet for an A-frame. The setbacks are 20 feet in front, 3 feet on the sides and 6 feet at the rear, and second and third stories may reach 4 feet into the front setback. Buildings may cover up to 65% of the lot.
A house with one to four bedrooms needs two covered parking spaces. These are the general standards in the August 2026 edition of the ordinance, and corner lots and older lots have exceptions. The city-side homes are under Oxnard's R-2-C and R-3-C coastal zones instead. Send me the address and I will check the zoning on that parcel before you write an offer.
Do you need a coastal permit to remodel or rebuild in Hollywood Beach?
All of Hollywood Beach is in the coastal zone. On the county side, the County issues the permits under its own coastal program. The California Coastal Commission keeps direct authority over the tidelands, and it can hear appeals of County approvals between the ocean and the first public road or within 300 feet of the beach.
Some projects do not need a coastal development permit. Building a house on an existing vacant legal lot inland of Ocean Drive is excluded under a 1986 Coastal Commission order, and most improvements to an existing house are exempt under state law. A project that is excluded or exempt still needs a County zoning clearance.
A teardown or a heavy rebuild is different. The ordinance says that replacing 50% or more of a house, unless a natural disaster destroyed it, is a replacement structure that requires a coastal development permit, and the 1986 exclusion is written only for lots that are already vacant. Ask County Planning how it would treat a teardown and rebuild on the specific lot before you buy one.
The exclusion and the exemption also narrow near the sand. Lots next to the beach are not covered by the 1986 order. And between the ocean and the first public road, or within 300 feet of the beach, an addition of 10% or more of the floor area, or a height increase of more than 10%, needs a coastal development permit. The County's map of the Coastal Commission appeal area, which is drawn on the same lines, covers every county-side lot here, so assume the 10% limits apply unless County Planning tells you otherwise.
What are the sea level rise rules for rebuilding in Hollywood Beach?
They are new. On August 13, 2026 the County's coastal hazard rules took effect, and the County's map puts almost every county-side lot in a Coastal Hazards Screening Area. The lots on the beach side of Ocean Drive, about three in ten, are Area A. Nearly all the rest are Area B.
The rules apply to a new house and to what the County calls substantial redevelopment: replacing 50% or more of the floor, walls, roof structure or foundation, adding 50% or more floor area, or doing work that costs half the appraised value of the existing structure. The County counts the work cumulatively from August 13, 2026. Repair and maintenance that is exempt under the County's general rules is not counted.
A project that crosses the line generally needs a report from a licensed professional at the owner's expense: a coastal hazards analysis in Area A, a still water flood analysis in Area B. The Planning Director can waive the report where a recent neighborhood-scale hazards report already covers the lot. Under the plan, the house must then either be sited to avoid coastal hazards or be designed with sufficient elevation that its lowest horizontal structural member is one foot above the flood level projected over a 100-year life. Building height is measured from the higher of two points: the minimum first-floor level the County sets from that report, or 18 inches above the street.
The plan does not spell out how the report works for a house that only needs a zoning clearance, so ask County Planning how these rules apply to your project. If you are buying a house to tear down or to remodel heavily, do that during your contingency period, before you are committed to the purchase.
Can you rent a Hollywood Beach home on Airbnb or as a short-term rental?
It depends on which side of the city line the home is on. On the county side, you need a County Temporary Rental Unit permit for any rental of less than 30 days, along with a County business tax certificate, and the owner collects the County's 8% hotel tax.
The County's ordinance sets no cap on permits in a neighborhood, no minimum distance between rentals and no limit on nights per year. The County's slides for a community meeting on September 23, 2026 say there is no cap and report 48 permits in Hollywood Beach for 2026. The same meeting covered how the ordinance could be changed, so check the rules again before you buy for rental income.
The County's limits are on the owner and the house. An owner may hold only one permit, only one unit on a parcel may be rented, and an accessory dwelling unit does not qualify. A property owned by a company qualifies only if every member is a person. A permit lasts one year and ends automatically when the property is sold, so a buyer does not inherit it. A new application means an inspection, an application fee of $1,525 and a $500 compliance deposit as of October 2026.
A home inside the city limits follows the City of Oxnard's rules instead: a city permit, a cap of 5% of the homes in the neighborhood, no new permit within 200 feet of an existing one, and a limit of 100 rental days a year for a vacation rental, which is one rented while the owner is away. City permits also end at a sale, and an association can be stricter than the City.
Does Hollywood Beach flood, and is it in a tsunami zone?
On FEMA's flood map, the county-side houses are in Zone X, the 0.2% annual chance zone, which is outside the special flood hazard area. The high-risk coastal zone covers the sand. The map panel here is dated January 29, 2021. Flood insurance is required for a home in a high-risk flood area when the mortgage comes from a government-backed lender, and these lots are not mapped as one today.
That map is not the whole picture. The County's coastal plan says Hollywood Beach has no stormwater pumps and that nuisance storm flooding occurs on Ocean Drive every year. In a passage about the two beach communities together, it also says the area is vulnerable to tidal flooding with only 8 inches of sea level rise, which may reach about 10 shoreline homes along Ocean Drive. Public Works told residents in July 2026 that the French drains here have minimal capacity in heavy rain and that the groundwater is 2 to 3 feet down at high tide.
The State's tsunami hazard area covers every county-side lot in Hollywood Beach. The County's advice is to move to ground at least 100 feet high or at least a mile inland, and to know your evacuation route.
Ask your lender for a flood determination on the address, ask the seller where water collects in a heavy rain, and price an optional flood policy during your contingency period.
What is the property tax rate in Hollywood Beach?
On the county side it is about 1.174% of assessed value for 2026-27. That is the 1% base plus voter-approved bonds for the Hueneme Elementary and Oxnard Union High school districts and the community college, and two water district levies. On the city side it is about 1.181%, because the bill adds a City of Oxnard line and drops one of the water levies. Both are below Oxnard's most common rate for the same year, about 1.209%.
There is no Mello-Roos line on any of the sample bills, and no community facilities district on the County's 2025-26 list is named for Hollywood Beach. Sample 2026-27 county-side bills carried about $8 to $25 in fixed charges, for vector control and a water district and, on most, flood control and stormwater. One sample city-side bill carried about $41.
One thing to watch is drainage. Owners paid part of the cost of the 1987 to 1989 drainage work through a special assessment, and in July 2026 the County listed a community self-assessment as one option for funding expanded infrastructure. Nothing is proposed as of October 2026. The supervisor's office has a community meeting on street sweeping and drainage tentatively set for October 15, 2026.
Assessed value normally starts at your purchase price and can rise no more than 2% a year after that. Send me the address and I will check the actual tax bill before you write an offer.
Who provides water, sewer and trash in Hollywood Beach?
On the county side, the Channel Islands Beach Community Services District. It delivers the water, runs the sewer lines and contracts with E.J. Harrison for trash, and it bills all three. Homes here are on sewer, not septic.
These figures are from the district's 2025-26 rate sheet, the newest one posted as of October 2026. A single-family home with a three-quarter-inch meter has base charges of $44.52 for water, $31.66 for sewer and $32.24 for a 32-gallon trash cart, about $108 a month before any water use. Water use is billed in tiers that start at $5.14 per hundred cubic feet, and sewer adds $7.66 per hundred cubic feet on 93% of the water used. That rate schedule ran through 2025-26 and no newer sheet is posted, so ask the district for current rates.
The water is a blend, about 80% local groundwater and 20% imported, supplied through the Port Hueneme Water Agency. Sewage goes to the City of Oxnard's treatment plant.
A 2025 review of the district by the Ventura Local Agency Formation Commission lists the city-side homes between Sunset Lane and Harbor Boulevard under its sewer service but not under its water or trash service. It lists the dozen or so city lots at the south tip under all three district services. If the home is on the city side, check the seller's actual utility bills.
Where do you park at Hollywood Beach, and what are the beach rules?
Hollywood Beach is a County park of about 50 acres and about a mile long. The County's plan says it is close to 1,000 feet wide near the dunes, and counts it and Silver Strand as the widest beaches on the unincorporated coast. The public reaches the sand from the ends of the streets.
The plan says off-street parking is limited. The Harbor Department says free parking is on the street or at Channel Islands Harbor next to the beach. Restrooms are at the north end, and lifeguards are on duty from Memorial Day to Labor Day. Dogs are allowed on County beaches only before 9 a.m. and after 5 p.m., on a leash.
The dunes include nesting habitat for the western snowy plover, which the County's plan lists as an environmentally sensitive habitat area. Channel View Park, a half-acre park at the south end of Harbor Boulevard by the harbor entrance, and Harbor View Park, where the harbor holds its summer concerts and farmers markets, are next to the neighborhood.
What are the street and parking rules in Hollywood Beach?
On the county side the streets are County roads, and many are narrow. Public Works says pavement widths in the two beach communities run from 17 to 60 feet. Its slides show the city limit running down the middle of Sunset Lane and of Harbor Boulevard, so the County and the City of Oxnard each maintain half of those two streets along the line. The County's coastal plan names the lack of off-street public parking and visitor traffic, especially in summer, as the area's main problems.
The California Highway Patrol enforces parking on the County streets, including abandoned vehicles. I found no County permit-parking program for Hollywood Beach.
The County does not sweep the streets here. Its policy is to clear wind-blown sand with a loader when it blocks the travel lane, which Public Works says happens five to seven times a year, and it cannot clear where cars are parked. It does not maintain the alleys, and it is unlawful to put sand from private property into the road.
The County's zoning asks each house with up to four bedrooms for two covered spaces, and a short-term rental must provide its required parking on the property.
Which schools serve Hollywood Beach?
Hollywood Beach is in the Hueneme Elementary School District for transitional kindergarten through 8th grade and the Oxnard Union High School District for 9th through 12th, on both sides of the city line.
Hollywood Beach Elementary, for grades TK to 6, is in the neighborhood at 4000 Sunset Lane. The district's two junior highs, Blackstock and E.O. Green, serve grades 6 to 8. Check an address with each district to see which schools it is assigned to.
How long does it take to sell a home in Hollywood Beach?
It depends on price and condition more than on the neighborhood. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.
Here, buyers ask whether the home is in the county or the city, whether it can be a short-term rental, and what the flood and hazard maps say. Before you list, I walk the home, show you what has actually sold nearby, and tell you what is worth fixing and what is not.
