Buying a home in River Ridge.

River Ridge is the neighborhood around the River Ridge Golf Club in north Oxnard. The homes fill the blocks between Gonzales Road and Vineyard Avenue, from Ventura Road west to Patterson Road, about 340 acres that the city's own map labels Windsor North River Ridge. The clubhouse and most of the golf club are on the north side of Vineyard Avenue, along the Santa Clara River, with a few newer tracts beside them, and some fairways run south of Vineyard Avenue between the homes.

It was built in two rounds. The streets on the east side, toward Ventura Road, were mapped between 1965 and 1973. The golf-named streets around the course, such as Spyglass Trail and Bermuda Dunes Place, were mapped between 1983 and 1990. Most of the homes are detached houses.

The City of Oxnard owns the golf club: 36 holes on two courses, the Vineyard and Victoria Lakes, run for the city by American Golf. Part of the club sits on two closed landfills along the river, and a question below covers what the public record says about them.

A few things are worth knowing before you buy. A little over half of the lots, and about 70% of the land, sit behind the Santa Clara River levee on FEMA's flood map. The county has been rebuilding that levee since 2017, and as of October 2026 its pages did not say the work was finished. The tax rate is at the top of Oxnard's range, though there is no Mello-Roos. And several homeowners associations cover different tracts, each with its own dues and rules.

Where is River Ridge?

River Ridge is in north Oxnard, inside the city limits, on the south side of the Santa Clara River. On the city's neighborhood map it is bounded by Gonzales Road on the south, Vineyard Avenue on the north, Ventura Road on the east and Patterson Road on the west.

The clubhouse and most of the golf club are on the north side of Vineyard Avenue, along the river, and some fairways run south of Vineyard Avenue between the homes. A few newer tracts are north of Vineyard Avenue too, including The Gallery at River Ridge at Ventura Road.

Victoria Estates is to the west across Patterson Road. It was planned in 1999 for up to 426 houses, together with the golf club's second course. Oxnard High School is across Gonzales Road near Patterson Road.

The Collection at RiverPark, beside the 101, is two to three miles away by road, and the Oxnard Transit Center downtown is three to four.

Who owns the River Ridge Golf Club?

The City of Oxnard. It is a municipal course, and the city runs it through a management agreement with American Golf Corporation.

It has two 18-hole courses, the Vineyard Course and the Victoria Lakes Course, plus a clubhouse with food service, a pro shop and a driving range. It is open to the public, and the city counted about 106,000 rounds in its 2024-25 fiscal year.

The city also sells the course recycled water from its Advanced Water Purification Facility.

Is the River Ridge golf course built on a landfill?

Part of it is. A 2019 order from the Los Angeles Regional Water Quality Control Board covers two closed landfills: the Santa Clara Landfill, on the south bank of the Santa Clara River, and the Coastal Landfill immediately west of it. The order says the Santa Clara Landfill was developed into the River Ridge Golf Club and that the club was expanded onto the Coastal Landfill, an expansion built in 2006. On the order's own map, the part of the club south of Vineyard Avenue, among the homes, is drawn outside the landfills.

Landfilling at Santa Clara stopped in August 1982, the city placed about 189,000 cubic yards of clay soil over it in 1983 to prepare the course, and its formal closure was in January 1989. The Coastal Landfill operated from August 1982 to January 1989. The order makes the City of Oxnard and the Ventura Regional Sanitation District jointly responsible for both. It requires groundwater sampling twice a year, monthly readings at landfill gas probes along the boundary, monthly checks of the cover and drainage, and a settlement survey at least every five years.

The order is also a corrective action program. It says the earlier requirements were adopted in response to a confirmed release of volatile organic compounds to the uppermost groundwater zone, which it calls the semi-perched aquifer, and it requires the two agencies to extend the monitoring network to define the extent of that release downgradient and to the southeast of the Coastal Landfill. It also describes a landfill gas barrier built in June 1989 along the southern boundary of the landfills that, in its words, 'was designed to protect residences in the area.'

The order is a public record, and it says the monitoring reports are filed in the State Water Board's GeoTracker database. A seller's natural hazard and environmental disclosures arrive during escrow. Read the order and those disclosures during your contingency period.

What kinds of homes are in River Ridge, and when were they built?

Mostly detached houses. In the two census block groups that cover the neighborhood between Gonzales Road and Vineyard Avenue, about 83% of the roughly 1,150 homes are detached.

The east side came first. The lots on Rhonda, Pamela, Olga, Patricia and Norma streets were mapped between 1965 and 1973, and the median home in the east block group was built in 1974.

The River Ridge tracts around the course were mapped from 1983 to 1989: 516 lots on Spyglass Trail, Bermuda Dunes Place, Pebble Beach Trail, Eastridge and the courts named for golf courses. Country Club Estates, about 150 lots by Ventura Road and Vineyard Avenue, followed through 1990. The median home in the west block group was built in 1987.

North of Vineyard Avenue, about 107 lots were mapped in 1992 and 1994. The Gallery at River Ridge, about 150 homes, was mapped in 2016. As of 2019 its builder described it as a gated community of single-family and cluster homes, with plans from about 1,922 to 3,036 square feet.

Is there an HOA in River Ridge?

Several, and they cover different tracts. The River Ridge Homeowners Association covers 144 homes along Spyglass Trail East and West, a count that matches county parcel records. As of 2019 its own site described them as built in 1987, with a clubhouse, a pool and spa and two lit tennis courts.

River Ridge Fairways covers 105 homes, which also matches county records. Its residents' site, with forms dated 2019, says the same builder built them a year or two after River Ridge, and it described a clubhouse and pool on Laurel Valley Place and rules requiring approved exterior paint colors.

That site also names Peters Ridge and Cypress Pointe as associations in the area. As of 2019 the builder described The Gallery as a gated community with its own recreation center. I found no age-restricted community in River Ridge.

Which association a home belongs to depends on its tract, and dues differ. Get the association documents and the current dues before you remove your contingencies.

Is River Ridge in a flood zone?

No home in it is in a FEMA special flood hazard area on the current map, dated January 29, 2021. But a little over half of the lots, and about 70% of the land, are the kind of Zone X that FEMA labels reduced flood risk due to levee, because they sit behind the Santa Clara River levee.

The line runs roughly north to south through the neighborhood. The older streets on the east side, and the River Ridge lots along the east part of Spyglass Trail, are mapped as minimal flood hazard. The tracts to the west and north, about 44% of the parcels between Gonzales Road and Vineyard Avenue, are in the levee zone, and so is every home north of Vineyard Avenue.

Flood insurance is required for a home in a high-risk flood area when the mortgage comes from a government-backed lender, and River Ridge is not mapped as one today. A future map could change that, so ask your lender for a flood determination on the address, and price an optional policy.

What is the Santa Clara River levee project near River Ridge?

It is the county's project to bring the levee along River Ridge up to FEMA's certification rules. The county says the original levee was built in four pieces by different agencies over many years, without one design. The improved levee runs about two miles, from the Bailard Landfill upstream to the Union Pacific Railroad, and is meant to protect more than 3,800 structures in Oxnard.

The first three reaches, along the golf course, were raised and armored with rock by 2018. The last reach, a floodwall and a flood gate across North Ventura Road, started in January 2025. As of October 2026 the county's pages did not say the work was finished.

FEMA's map still shows the levee as provisionally accredited. FEMA approved the county's design in July 2020, and the county says it will ask FEMA for a map revision once construction is done.

Is River Ridge in a wildfire zone?

The homes between Gonzales Road and Vineyard Avenue are not. On the state's 2025 map, which the city adopted, the High and Moderate fire hazard zones follow the river along the north edge of the golf course. There is no Very High zone.

That edge reaches the river side of The Gallery, where roughly 40 lots on Thorpe Trail and Nicklaus Street are zoned, about 10 to 14 of them in or partly in the High zone. State law requires the seller of real property in a High zone to give the buyer documentation that it meets defensible space rules, or to agree in writing that the buyer will get it after closing. The city links a lookup map for any address.

What is the property tax rate in River Ridge?

For 2026-27 it is about 1.209% of assessed value in every River Ridge tax area: the 1% base plus voter-approved bonds for the Oxnard School District, the high school district and the community college, a water district charge and a city levy. That is the top of Oxnard's range.

On a home assessed at one million dollars, that is about $12,088 a year before any fixed charges. Assessed value normally starts at the purchase price and can rise no more than 2% a year after that.

Is there Mello-Roos in River Ridge?

No. The city's district map shows no community facilities district in River Ridge.

The 1980s tracts south of Vineyard Avenue do pay a landscape maintenance district charge on the tax bill. For 2026-27 it is $162.86 per home in the River Ridge district and $157.36 in Country Club Estates, and neither has an inflation escalator. The older streets on the east side are in no landscape district.

The Gallery was in a city assessment district for the Oxnard Boulevard and Highway 101 interchange. The charge was on 2024-25 tax bills, about $183 per home, and it was not on the 2025-26 or 2026-27 bills I checked. The city's page still lists the district as running to September 2033, so look at the current tax bill for the address, and ask the city's Special Districts office if you want to know where the district stands.

Which schools serve River Ridge?

River Ridge is in the Oxnard School District for kindergarten through 8th grade and the Oxnard Union High School District for 9th through 12th.

Thurgood Marshall Elementary, which runs through 8th grade, is just west of Patterson Road, and Oxnard High School is on Gonzales Road. Being close does not decide the assignment, so check an address with each district.

How do you get around from River Ridge?

The Collection at RiverPark and the 101 are two to three miles away by road. The Oxnard Transit Center downtown, where Metrolink and Amtrak stop, is three to four miles, and Ventura and Camarillo are each about ten.

Gold Coast Transit's Route 23 runs on Ventura Road about every half hour, and Route 19 runs on Gonzales Road to the transit center every hour.

Inside the neighborhood, Connelly Park on Bevra Avenue is a 3.1-acre city park with a jogging track.

What does a seller in River Ridge have to give the buyer?

Oxnard adds a requirement of its own: the city requires a Report of Building Records at resale. The owner gets it from the city when the sale agreement is signed, it shows the authorized use, occupancy and zoning of the property, it is good for six months, and it must be delivered to the buyer before the sale closes.

The transfer tax is the same $1.10 per $1,000 as the rest of the county. If the home is in an association, order its documents when you list so they do not hold up the closing.

How long does it take to sell a home in River Ridge?

It depends on price and condition more than on the neighborhood. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.
