Buying a home in Westlake Village.

Westlake Village is one planned community with a county line through the middle. The Los Angeles County side became the City of Westlake Village in 1981. The Ventura County side, the larger share of the original ranch, is inside the City of Thousand Oaks. This page is about the Ventura County side.

The community was planned in the 1960s on the former Albertson Ranch by the American-Hawaiian Steamship Company, which bought the land in 1963. Thousand Oaks took in the Ventura County land through a series of annexations, nearly all of them recorded from 1966 to 1972. The largest, about 3,800 acres, was North Ranch, recorded in December 1972.

South of the 101, around the lake, this is mostly a 1970s place: in the two census tracts that cover it (one of them also takes in some streets outside Westlake), about 60% of homes were built in that decade. North Ranch, north of the freeway, came later, with about 58% of the homes in its main census tract built in the 1980s. On both sides a little over half of the homes are detached houses, and most of the rest are townhomes, condominiums and apartments.

For 2026-27 the tax rate here is about 1.05% of assessed value, and I found no Mello-Roos tax on homes. But the tax bill carries charges that surprise buyers: a sewer fee of about $1,515 a year in most of the area, and a city landscape and lighting assessment of roughly $220 to $266 for a house.

Neighborhoods

Neighborhoods in Westlake Village.

North Ranch
The largest part of Westlake north of the 101. About 3,800 acres of it were annexed in 1972. Its tract maps were recorded mostly from the late 1970s through 1990, it has its own specific plan, and the private North Ranch Country Club is inside it. Every home lot I checked is in the Very High fire hazard zone.
Westlake Island
A gated and guarded neighborhood in the lake that sits on both sides of the county line, reached by one bridge on La Venta Drive. About 180 of its lots are in Ventura County, on a tract map recorded in 1971, and the island's own association maintains its streets.
Northshore, Westlake Bay, Westshore and Windward Shores
Four associations on the Ventura County shore of the lake, with about 570 lots between them on tract maps recorded from 1972 to 1977. Almost none of it is in a fire hazard zone, and lakefront lots in Northshore and Windward Shores touch FEMA's flood zone at the water's edge.
Foxmoor
Four associations south of the 101 (Foxmoor, Foxmoor Hills, Foxmoor Estates and Foxmoor Cove) with about 700 lots on tract maps recorded in 1968 and 1969. Most of the lots are in the Very High or High fire zone.
Village Homes and Southshore Hills
Village Homes is the largest neighborhood association south of the 101, about 690 lots on tract maps recorded from 1968 to 1975. Southshore Hills, in the hills southwest of the lake, has about 265 lots of roughly a quarter to a third of an acre, mapped in 1968 and 1971.
Westlake Hills
North of the 101 around Sierra Drive, about 635 lots on tract maps recorded in 1968 and 1969, the oldest residential tract maps in Westlake north of the freeway. Most of it is in the Very High fire zone.
Townhomes and condominiums
Near the lake, the Triunfo West condominiums and the Stoneybrook townhomes were mapped in 1974 and 1979, and Village Glen and Village Green, on small lots, in 1971. In North Ranch, Hidden Canyon has about 650 condominium parcels on Via Colinas, mapped in 1984 and 1985, and the Northgate condominiums were mapped in 1977.
Lake Sherwood
The lake community just west of Westlake is not part of it and not in any city. It is unincorporated county land with its own county waterworks district, and all of it is in the state's Very High fire hazard zone.
Thousand Oaks
The Ventura County side of Westlake is inside the City of Thousand Oaks, so permits, zoning and city services come from Thousand Oaks City Hall. Thousand Oaks has its own page.
Oak Park
The unincorporated community east of North Ranch, across Lindero Canyon Road. It has its own school district and a higher tax rate, and its own page.

Questions

Westlake Village home buying and selling questions.

Is Westlake Village in Ventura County or Los Angeles County?

Both. The county line runs diagonally through the community. The Los Angeles County side, 3,456 acres, became the City of Westlake Village on December 11, 1981, after a vote of its residents. The Ventura County side was annexed by the City of Thousand Oaks in pieces, nearly all recorded from 1966 to 1972.

So a home with a Westlake Village mailing address can be in either county. On the Ventura County side you are in the City of Thousand Oaks, even though the mail says Westlake Village.

The line even splits Westlake Lake and Westlake Island. This page covers the Ventura County side and describes the Los Angeles County side only to explain the difference.

What changes depending on which side of the county line a Westlake Village home is on?

The local government. On the Ventura County side, permits and zoning come from Thousand Oaks City Hall. On the other side they come from the City of Westlake Village.

Police and fire. Thousand Oaks contracts both from the County of Ventura, so it is the Ventura County Sheriff and the Ventura County Fire Department. The City of Westlake Village contracts with the Los Angeles County Sheriff and is served by the Los Angeles County Fire Protection District.

Schools. The Ventura County side is in the Conejo Valley Unified School District. Homes in the City of Westlake Village are in the Las Virgenes Unified School District.

The tax bill. A home on the Los Angeles County side is assessed and billed by Los Angeles County, with its own tax rate area. The questions below cover the Ventura County bill. I do not quote Los Angeles County figures on this page.

Is Westlake Island in Ventura County or Los Angeles County?

Both. The association that owns the lake says the island stretches across the county line, and that the developer was allowed to build a single bridge, right on the line. The street that crosses it is La Venta Drive.

About 180 of the island's lots are on the Ventura County side, on Oakshore Drive, La Venta Drive and the Westwind, Bluesail, Southwind, Redsail and Eastwind circles, on a tract map recorded in 1971. The island is gated and guarded, and its own homeowners association maintains the streets.

Which half a home is in decides its county, its city and its school district, so check the parcel before you write an offer.

Who owns Westlake Lake, and can I keep a boat on it?

The lake and its dam are private. They are owned and run by the Westlake Lake Management Association, a nonprofit governed by 33 volunteer representatives who are elected by the 1,300 homeowners around the lake and the commercial property beside it. The lake covers 125 acres, and by my reading of Census maps about half of the water is in Ventura County.

The rules, updated in November 2025, limit boats to 18 feet long and 8 feet 6 inches wide, require power boats to be electric, and set a speed limit of 5 miles an hour, or 3 in the finger basins. Swimming is not allowed. A lakefront owner may register up to three boats at one approved private dock, and fishing takes an annual permit from the association.

A new dock, a moved dock and even a dock repair need an application to the association and a signed license agreement before work starts.

What should I know before buying a home on Westlake Lake?

The lake has its own association on top of the neighborhood one. Its members are the owners in seven residential districts around the lake, each district has its own homeowners association as well, and the lake rules refer to assessments and boat registration fees. I did not find the amounts on the association's website, so ask for its current budget, assessment and fee schedule with the other association documents during escrow.

The rules require insurance. As of the November 2025 rules, an owner with a dock or a boat must carry liability coverage of at least one million dollars per occurrence and name the association as an additional insured. A member with no dock or boat must carry at least three hundred thousand dollars.

FEMA maps the lake itself as a special flood hazard area. Roughly 280 lakefront lots on the Ventura County side touch that zone at the water's edge, so ask your lender for the flood zone determination early. What kinds of homes are in Westlake Village, and how old are they?

The Census Bureau does not report the Ventura County side as its own place, so I use the census tracts that cover it, from the 2020-2024 survey. South of the 101, in the two tracts around the lake (one of them also takes in some streets outside Westlake), about 55% of homes are detached houses, about 19% are attached single-family homes such as townhomes, and about 25% are in buildings of two or more units. About 60% of the homes there were built in the 1970s and about 12% in the 1960s.

In the tract that covers most of North Ranch, about 57% of homes are detached houses and about 34% are attached, and the median home was built in 1987. About 58% date from the 1980s and about 16% from the 1990s.

The county's recorded maps tell the same story. Tract maps around the lake were recorded from 1968 to 1979, and most North Ranch maps from the late 1970s to 1990. The lot counts on this page are my counts of county parcels with a street address in the land Thousand Oaks annexed as Westlake, so treat them as estimates.

With a home from the late 1960s or the 1970s, the inspection matters. Roofs, plumbing and electrical panels may be original, and it is better to know that before you remove your contingencies.

What is the property tax rate in Westlake Village?

On the Ventura County side it is 1.0487% of assessed value for 2026-27. Every home lot I checked in the Westlake part of Thousand Oaks, north and south of the 101, is in a tax rate area with that same rate.

It is the basic 1% plus three voter-approved pieces: the Conejo Valley Unified school bond at 0.0268%, the Ventura County Community College bond at 0.0134% and the Metropolitan Water District at 0.0085%. On a home assessed at one million dollars that is about $10,487 a year, before fixed charges.

Assessed value normally starts at your purchase price and can rise no more than 2% a year after that. A home on the Los Angeles County side is assessed and billed by Los Angeles County, with its own tax rate area, so do not compare the tax lines on two listings without checking which county each one is in.

Is there Mello-Roos in Westlake Village?

I found no Mello-Roos tax on homes on the Ventura County side. I checked the county's list of every direct assessment for 2025-26 and the City of Thousand Oaks' own page: the city has two community facilities districts, and both are commercial, one for the Janss Marketplace parking and walkways and one for parking at The Promenade.

There are fixed charges, though. The city's landscape and lighting district puts the Westlake areas south of the 101 in Zone 28 and the areas north of it, including North Ranch, in Zone 30. For 2026-27 a typical single-family home is assessed $213.70 in Zone 28 or $245.02 in Zone 30 for landscaping, plus $20.92 for street lighting. On the 2026-27 bills I checked, the two lines read "L&L 79-2 LAND ZONE 28" (or 30) and "L&L 79-2 LIGHT ZONE C" (or D). Homes on private streets pay a little less.

Sewer is on the tax bill too, and it is the large one. See the next question. The Conejo Recreation and Park District, flood control and mosquito control add smaller amounts. Send me the address and I will check the actual tax bill before you write an offer.

Who provides water and sewer in Westlake Village?

On the Ventura County side, water comes from California Water Service, a private utility, through its Westlake District, and not from the City of Thousand Oaks. The district was formed in 1983 when Cal Water bought the Westlake Water Company, and it buys imported water through the Calleguas Municipal Water District.

Sewer depends on the street. South of the 101, and for about a third of the lots north of it, the sewer agency is the Triunfo Water & Sanitation District, which shares a treatment plant with the Las Virgenes Municipal Water District. Its fee is collected on the property tax bill: $126.23 a month for a single-family home for 2026-27, about $1,515 for the year, with an increase scheduled each July through 2029.

By the county's district map, the rest of the lots north of the 101 are outside Triunfo. The City of Thousand Oaks runs the other sewer system here, and its charge is on the tax bill as well: $514.56 on the four 2026-27 bills I checked, about $1,000 a year less than Triunfo's.

Trash pickup is by Athens Services under a city franchise. Electricity is delivered by Southern California Edison, with Clean Power Alliance as the default power supplier unless you opt out. This answer is for the Ventura County side. The City of Westlake Village has different water and sewer providers.

Which schools serve the Ventura County side of Westlake Village?

The Conejo Valley Unified School District, which runs transitional kindergarten through 12th grade. Its campuses with Westlake Village addresses are Westlake Elementary and Westlake Hills Elementary, both through 5th grade, and Westlake High School, grades 9 to 12. Colina Middle School, grades 6 to 8, is on Hillcrest Drive in Thousand Oaks.

Homes in the City of Westlake Village, across the county line, are in the Las Virgenes Unified School District instead. School assignment follows the address, not the neighborhood name, so check the address with the district's school locator before you write an offer.

Is Westlake Village in a wildfire zone?

On the Ventura County side it depends on which side of the freeway. On the 2025 fire hazard map, about 95% of the home lots north of the 101 are in the Very High zone, including all of North Ranch. South of the 101, about 56% of lots are in no zone at all, including the lake shore and the island, about 24% are Very High, and about 10% each are High and Moderate. The zoned lots are on the hillside streets. These are my counts of county parcels with a street address in the land Thousand Oaks annexed as Westlake, so treat them as estimates.

The Woolsey Fire started on November 8, 2018 and burned 96,949 acres in Ventura and Los Angeles counties, destroying 1,643 structures. It burned into North Ranch, where CAL FIRE's damage inspection records show about 19 homes destroyed. I found none in those records on the Ventura County side south of the 101.

A seller of a home in a High or Very High zone must give the buyer documentation that the property meets defensible space rules, and since January 1, 2026 a Ventura County Fire Department ordinance sets how that is done in Thousand Oaks. Get a homeowners insurance quote during your contingency period, before you are committed to the purchase.

Is Westlake Village in a flood zone?

Mostly not. On FEMA's map the special flood hazard areas on the Ventura County side are Westlake Lake itself and the channels that feed it. I found no home lot here whose center point is inside one.

Lakefront lots are the exception at the edges. Roughly 280 lots that back onto the lake, on the island, in Windward Shores and along Northshore Lane and Lakeridge Lane, touch the flood zone at the water. FEMA says homes in high-risk flood areas with mortgages from government-backed lenders are required to have flood insurance, so ask your lender for the flood zone determination early.

What Thousand Oaks rules apply to a home in Westlake Village?

Oak trees first. The city protects every oak more than two inches in diameter. A tree's protected zone runs five feet past the edge of the canopy or 15 feet from the trunk, whichever is greater, and any work that affects the tree or the soil in that zone needs a permit, apart from removing dead wood. Even a dead oak needs an application before it comes out.

Zoning second. Most of Westlake is zoned Residential Planned Development, North Ranch has its own specific plan, and some hillside lots are zoned Hillside Planned Development. The city has separate applications for planned development permits and for grading review, so talk to the planning counter before you buy a home you plan to add on to.

On short-term rentals, ask the city's planning counter and read the association's rules before you count on rental income. State law lets an association prohibit rentals of 30 days or less, whatever the city allows.

How do people commute from Westlake Village?

The 101 freeway crosses the county line here. From Westlake Boulevard at Agoura Road the freeway is under a mile away, and it is about 39 road miles to downtown Los Angeles, about 58 to Santa Barbara, about 15 to Camarillo and about 3 to Thousand Oaks City Hall.

South of the 101, Westlake Boulevard is State Route 23. It runs about 3 miles to the county line and then about 9 more in Los Angeles County to Pacific Coast Highway. North of the 101, Westlake Boulevard, Lakeview Canyon Road and Lindero Canyon Road serve North Ranch.

There is no train station in Westlake. The nearest Metrolink stations are Moorpark, about 13 road miles away, and Camarillo, about 14. Thousand Oaks runs local buses.

Can I use a VA or FHA loan to buy in Westlake Village?

Yes. For 2026 the conforming loan limit and the FHA loan limit for a single-family home in Ventura County are both $1,035,000. With your full entitlement, VA sets no loan limit: the amount depends on what your lender approves and what the home appraises for.

What does a seller in Westlake Village have to give the buyer?

On the Ventura County side, in a High or Very High fire hazard zone, which covers nearly all of the lots north of the 101 and the hillside streets south of it, the seller must give the buyer documentation that the property meets defensible space rules. The Ventura County Fire Department's inspection is free and typically takes 7 to 10 days, and the department recommends requesting it at least two weeks before escrow closes. Corrections are due within 30 days or before closing, whichever comes first, unless the buyer agrees in writing to finish within 60 days after closing. The City of Westlake Village is served by the Los Angeles County Fire Protection District, so this inspection does not apply there.

For a home built before 2010 in those zones, state law also requires a home-hardening disclosure.

The transfer tax is $1.10 per $1,000 of price. Thousand Oaks has its own transfer tax on the books, but state law credits it against the county's, so the total stays at $1.10 per $1,000.

Before you list, I walk the home, show you what has actually sold nearby, and tell you what is worth fixing and what is not.

How long does it take to sell a home in Westlake Village?

It depends on price and condition more than on the city. Across Ventura County, my own 49 listings since 2022 sold in a median of 11 days on the market, at a median of 100% of the asking price.

Here the paperwork is worth starting early: the fire department's defensible space inspection where it applies, and the documents from the homeowners association and, on the lake, the lake association.
